Lisbon Strategic Plan 2015-2019 indicates the need for a Congress Centre

Lisbon's tourism development in the next five years should be based "on a regional, integrated and extended vision of its offer, with new experiences, products and motivations." This positioning "will increase awareness and improve the performance of the destination, with an overall revenue growth," according to the document made available for public consultation by Roland Berger Strategy Consultants.

Among many other points, the document advocates elevating Lisbon "to a new level in the MI segment, enhancing the uptake of large conferences, only possible through a new centre for large meetings".

In 2013, Lisbon improved its position in the ICCA ranking, moving up from the 15th position to the 9th. Nevertheless, the study indicates that "it is possible to improve the position of Lisbon in larger conferences."
